First of all, Let me make the correction that the word is ‘Principle’. I can use this knowledge to better ‘understand’ the behaviors of those attempting to ‘reenter’ General Society ;after having been imprisoned for what may or may not have needed to be regarded as a “Major” offense –at least as jurisprudence defined.

By understanding the principals and problems that exist with mass incarceration, one can be more empathetic about why a person returns from prison. In addition, understanding cultural and racial issues around this subject can allow a person to focus ministry efforts on more specific area with each incarcerated person.

The question of “What causes Mass Incarceration” has Several different answer dynamics. The first dynamic that comes to mind is the concept of ‘ 3 Strikes and You are out’. Thinking out loud as I write this;it may work great in Baseball and Softball sports;but it doesn’t necessarily take into account A human beings ‘Learning Curve’. Secondarily, the issue has happened where “Substance abuse” has been defined by W.H.O. and other National Health Organizations most recently as a ‘Medical/Health Issue’; and not so much as a ‘Moral’ choice that needs to be corrected and/or rehabiitated.
Thirdly, although Not necessarily less Important; is that it is a “Social Institution” that supports How the Free Worlds Economies support themselves–so as to deal with Food Production, Energy Production,etc. -
The economic situation in low income areas of our country, and failing economies.

The Afro-American Population,followed by the Hispanic Population. It has also been noted through Social Science research that there is an Increasing Female Population in both Medium and High Security Institutions as well. It has been further demonstrated that those most affected are those for which social programs to deal with their marginalization ,however described;have failed and/or been inadequate to deal with their problem dynamics.(Domestic Violence,Substance Abuse,Homelessness.)
