He was able to go into all the synagogs because he was Jewish and speak with everyone. He was also a Roman citizen, which helped him greatly as well when he was imprisoned and beaten.

Paul was zealous for the law and knew it very well. when he has the encounter with Jesus, He learns about the Gospel and as he starts preaching, he presents Jesus prophesied about in the Old Testament and in the New Testament fulfilling those prophesies. His background made it easier to explain Jesus, taking out of the Old and the New Testaments.
