Can you describe how each step builds on the previous one?

Observation of what is being said enables the next step of deriving the meaning. Once the interpretation is found out then a decision can be made of how to apply the gained knowledge.

First, what was actually said. Second, understanding what was said. Third, acting on what was said. If someone yells “fire”, first you have to hear what was said. Then you interpret it as danger, and then you get yourself and others out of harm’s way.

I’m a vet surgeon so I look at it this way. To be able to do successfully surgery you have to understand anatomy and physiology first, then perfect technique, then perform surgery. One can’t jump into surgery with the first 2 steps

The step of observation will get the word in my thoughts but the only way to properly consider how to use it is to accurately interpret what God meant when He inspired the author to pen the words. The rest would be of no use if I did not apply it to my life and begin to use it appropriately.
