I think so. Living within the moral guidelines of a culture, community or social group often brings desired compliance for those individuals within the group.

However, if the culture or community has no ethics or morals to provide a basis from which to draw on, there is an obvious problem

Well if we came from matter, I’m not sure what gives us significance from their point of view. Obviously they think we should progress, but how? And what would be the standard or bar to live by? So, no I don’t think it gives an adequate basis for ethical values.

Not in itself at all. Societies create systems for morality and success when they have to, but why stick to it?

Since naturalism offers no moral absolutes, there can be no consistent values there in. In that worldview, ethics change as culture changes, with no moral compass to guide. That is not a good foundation for society.
