If God is the basis for morality, why is morality not arbitrary or changing?

Because God never changes, he is eternally good in His Self-existence character.

God is consistent and unchanging–at least the one true God is. Individuals with a worldly understanding of God may be distracted with mythological God’s that change their mind. The God of the Bible is eternal, and His character is good–setting the standard of what is good in His unchanging ways. He provides moral knowledge for what is moral on the hearts of all men so that what is good and bad is known.

God is an all powerful being so He can do anything He wants. So if god creates morality, He could change His mind tomorrow. But the Bible says that He is the same yesterday, today, and forever. So He is not going to change His mind
