The Israelites did not trust God, they feared the giant more than fearing God’s wrath. Wandering aimlessly in the wilderness is the gracious punishment God has gave them.

They wandered in the wilderness because they gave in to their fear instead of trusting God.
-
Because as a group, Israel feared more then trusted. They chose to believe man over God
-
So those that were disobedient would die and their descendants who came after them would enter into the land that God had promised them.

I believe that wandering is a consequence of sin. The people of Israel didn’t trust God.
