This is a khamsin wind, with hot and dry air that comes from the desert from the East. Here the author is saying that empty words are like hot winds that scorch and dry a land.

Job refers to a hot east wind which would evaporate ground water sources quickly. East winds in the Bible are often connected with scorching heat, dry temperatures, famine, withering and dry land.
