Job is referring to the times when the heat from the desert (the east) blows across the land with a drying out of the moisture and sand everywhere. Not a good time for the people. Job refers to it as a kind of judgment, like “how can things get any worse!”

Job is referring to the Khamsin wind and used it as a metaphor to indicate the words spoken were useless just like the wind.

Khamsin Winds, they were hot and raised temperatures and lowered humidity quickly and carried sand. Not something you really want in your belly :).
