It is the khasim wind which can make things very uncomfortable (flying sand, strong wind, rapidly rising temperatures). It would only increase tension in conversations.

Job is referring to the times when the heat from the desert (the east) blows across the land with a drying out of the moisture and sand everywhere. Not a good time for the people. Job refers to it as a kind of judgment, like “how can things get any worse!”
