What goals should a church set in its leadership training program?

Continuously build/train leaders. Have them in reserve for positions if not one is available or suitable for that person.
Have a plan for this and implement it.

1. How long the training will be, is it going to be for three weeks or six months?
2. Content of the training
3. Church constitution, things that are unique to the ministry locally.
4. Denominational pattern to learn.
5. Doctrine that is related to the local church.

7. Leadership Skills
8. Spiritual maturity
9. Preaching, listening and learning.
