Because it will give you a good overview (big picture) look before you start diving in for the specifics of the book.

Even though you answer the six questions in both observation steps. Doing the macro observation is more important because there is more detailed answers that goes along with the six questions asked.

It is important to do macro-observation first because we want to find out the broad details of that book that we are studying before we go into the specific details. By having an overview of what the book is about, we can more accurately observe the smaller details (micro-observation) and put them into perspective.

Because the big pictureis needed first in all of its components, to be able to make literal sense of the little picture details in context. In this way, scripture understood accurately first at a macro-observation is the foundation for sound interpretation of micro-observation in context — all Spiritually discerned (1 Cor.2:9).
